(école superieure de managment tlemcen, 2025) Mlle Hattali Melissa et Mlle Hannachi Chaima
This thesis investigates how the development of Health Information Systems (HIS) can contribute to restructuring the funding mechanisms of public hospitals in Algeria. By combining theoretical analysis with a field study conducted at EPH Bouzidi Lakhdar (BordjBouArréridj) and the CNAS General Directorate (Algiers), this research highlights the potential of HIS to modernize hospital financial management. The results indicate that an integrated information system would improve expenditure tracking, enhance transparency, and support a more equitable allocation of resources. A hybrid financing model combining a fixed base with a variable component linked to real activity is proposed. The study also outlines the prerequisites for successful implementation: infrastructure, training, interoperability, and change management

(école superieure de managment tlemcen, 2025-03-19) AMAR BENSABER Mohammed El Amine
This thesis examines the impact of public procurement digitalization on the management of hospital resources, using the case study of the 19 March Public Hospital (EPH) in BeniSaf, Algeria. In a context where the healthcare sector faces increasing pressure to control spending and optimize resource use, the digitization of procurement procedures emerges as a key tool for modernization. The study highlights how digital tools contribute to improved traceability of operations, greater budget transparency, and more efficient allocation of both material and human resources. However, it also identifies several challenges, including insufficient staff training, limited technological infrastructure, and organizational resistance to change. The research concludes with practical recommendations to enhance the positive impact of digital transformation on the performance of public hospital institutions.
