    This thesis investigates how the development of Health Information Systems (HIS) can contribute to restructuring the funding mechanisms of public hospitals in Algeria. By combining theoretical analysis with a field study conducted at EPH Bouzidi Lakhdar (BordjBouArréridj) and the CNAS General Directorate (Algiers), this research highlights the potential of HIS to modernize hospital financial management. The results indicate that an integrated information system would improve expenditure tracking, enhance transparency, and support a more equitable allocation of resources. A hybrid financing model combining a fixed base with a variable component linked to real activity is proposed. The study also outlines the prerequisites for successful implementation: infrastructure, training, interoperability, and change management
