Abstract
The organization of medico-surgical emergency departments in hospitals is a recurring problem for policy makers in charge of health policy and population. Thus, several measures have been applied to maintain services that meet the needs of the people. The hospital emergencies on which we focused our study are the main entrance of the health facility. With the patient as a key element, the performance of the emergency department depends on the state of health of the latter. In Algeria, the emergency services have several deficiencies, whether functional, organizational or curative. In this regard, our study was based on the factors leading to the poor management of patients in the Medical and Surgical Emergencies of the University Hospital Center of the TLEMCEN wilaya. This allowed us to better identify the gaps in care and then to confirm the hypothesis that patients' waiting time causes problems of care. It also allowed us to partially reverse the hypothesis that increasing the number of medical practitioners would reduce the pressure of work.
