Abstract

Health insurance is one of the most important branches of social insurance as it is one of the most important and most effective ways of financing health care, as it is an effective tool to ensure the management of the risk of disease by providing the necessary resources and reducing the financial burden of health coverage, and it is also of particular importance as it is based on the principle of justice and solidarity to obtain health care. Which is not only a prerequisite for the effectiveness of the health system, but a major factor in achieving social security. In Algeria, according to Bismarck’s logic about the idea of insurance, the two characteristics of compulsion and solidarity are relied upon, as this system was established with the aim of ensuring health insurance coverage for all residents, as well as providing various services of quality, taking into account the achievement of equality in access to them, without any social discrimination, and thus the funds of this The system, represented by CASNOS and CNAS, provides the majority of the population with in-kind and cash services. However, compulsory sickness insurance in Algeria faces financial and existential problems and difficulties, threatening to maintain the financial balance due to the lack of contributions and the fragility of the labor market, in addition to the phenomenon of the spread of chronic diseases recently, which has become a financial burden in terms of compensation, which makes it a major challenge in Controlling his expenses, although he still contributes significantly to bearing the treatment costs. This work is an attempt to know the extent to which this health insurance system contributes to alleviating the burden of treatment costs in light of the high chronic diseases in Algeria.
